The Naval Sea Systems Command (NAVSEA) intends to award a sole source modification to contract N00024-16-C-5226 with Northrop Grumman Systems Corporation (NGSC) in Charlottesville, Virginia using other than full and open competition pursuant to 10 U.S.C. 2304 (c)(1) and as implemented by Federal Acquisition Regulation (FAR) 6.302 -1. The Government anticipates the period of performance for this effort will be 12 months. NGSC is the current provider of engineering services in support of the Inertial Navigation System Replacement (INS-R). This contract modification is for an increase in the engineering services in support of INS-R. The planned contract modification will provide for continued development, integration, test and maintenance of the INS-R. NGSC is the only company that possesses the expertise necessary to provide the engineering services within the time required to meet the Navy's requirements. No other source has the technical qualifications and the resources required to perform the work described herein. This notice is not a request for competitive proposals. Responses to this notice must be received by 11:59 EST on 28 April 2022. Responses shall be submitted via e-mail to franklin.b.wood4.civ@us.navy.mil and reference solicitation number N00024-16-C-5226. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts.
