The Naval Air Systems Command (NAVAIR), Airborne Strategic Command, Control, and Communications Program Office (PMA-271), intends to issue a solicitation for the procurement of services and supplies in support of sealant removal, application of primer, reapplication of EF-5992 sealant, and pressure checking of the fuel cells and surfaces for up to ten (10) E-6B Aircraft via full and open competition. This work will be performed during aircraft depot maintenance inductions located at Tinker Air Force Base Oklahoma City, Oklahoma from Fiscal Year 2024 through 2029. This process shall be used on Leading and Trailing Edge Spars, Body Buttock Line (BBL) 70.5, and Fuel Tanks. For planning purposes, it is projected that the solicitation for this requirement will be released in the 1st quarter of Calendar Year 2025 under solicitation, N00019-24-R-0043 with all attachments necessary to prepare a proposal. It is the responsibility of the potential vendors to monitor SAM.gov for any information that may pertain to a future solicitation. The final solicitation when posted, will be available free of charge by electronic posting only and may be found at federal Contract Opportunities website, https://sam.gov and the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module website, https://piee.eb.mil/. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. To download the solicitation for this project, contractors are required to register at the System for Award Management at https://sam.gov. Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors’ responsibility to check the websites periodically for any amendments to the solicitation. Interested parties must be registered under the North American Industry Classification System (NAICS) code in the System for Award Management. Offerors shall have and shall maintain an active registration in System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. This will be a total small business set aside.
