The F-35 Joint Program Office intends to award a sole source contract to Raytheon Technologies/Pratt and Whitney Military Engines, East Hartford, CT in support of the F135 Sustainment program. The scope being procured under this contract will include Propulsion depot production, engineering support, and unit-level support, replenishment spares, and additional logistics support. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204(a)(1) (formerly 10 U.S.C. 2304(c)(1)), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Raytheon Technologies, Pratt and Whitney Military Engines, is the original designer, developer, and manufacturer of the F135 propulsion system. The contract is anticipated to be awarded during the first quarter of fiscal year (FY) 2026 and supports the F-35 Joint Program U.S. Services, Non-U.S. DoD Partners, and Foreign Military Sales customers from FY26 to FY28. This notice of intent is neither a request for proposal nor a solicitation of offers. However, in accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which will be considered by the agency. Based upon any responses to this notice, the Government reserves the right to process this procurement action on a sole source basis.
