The Naval Air Systems Command (NAVAIR), Aerial Targets Program Office (PMA-208) Patuxent River, MD intends to enter into sole source negotiations and subsequently award a Cost Plus Fixed Fee (CPFF) Delivery Order (DO) under Basic Ordering Agreement (BOA), contract number N00019-20-G-0005 with Northrop Grumman Systems Corporation (NGSC), San Diego, CA. The anticipated delivery order is for the procurement of Post Production Engineering Support Services for one (1) base year and three (3) option years in support of the BQM-34 Targets, which are Over-The-Horizon (OTH) Target Control System (TCS) Targets. Contract award is anticipated for the second quarter of fiscal year (FY) 2023 and estimated period of performance for the base and options are through FY27. This synopsis is published for information purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. NGSC is the sole designer, developer, and manufacturer of the BQM-34 Subsonic Aerial Targets and is the only known qualified, responsible source that possesses the necessary knowledge, experience, and technical data required to fulfill the requirements specified.
