Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275), intends to award a Cost Plus Fixed Fee delivery order under the Basic Ordering Agreement N00019-18-G-0025 to Rolls Royce Corporation of 450 S. Meridian St. Indianapolis, IN 46225-1103 on a sole source basis. The anticipated order will be for reports of configuration changes, repair, and deviations of Critical Safety Items (CSI) on the AE1107C engine, to support NAVAIR Airworthiness certification reviews. The proposed contract action is for efforts that the Government intends to solicit and negotiate on a sole source basis under Title 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Rolls Royce, Corp. is the sole developer, designer, and manufacturer of the V-22 engine and is the only responsible source with the necessary access to the technical data and requite expertise to perform the contemplated effort. This notice of intent is NOT a source sought or a request for competitive proposals. However, the Government will consider any capability statement received before the closing date and time of this synopsis. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
