The F-35 Lightning II Joint Program Office intends to award an order on the N0001918G0025 BOA on a sole source basis to Rolls Royce Corporation Indianapolis, Indiana to conduct a study into various aspects of the conceptual design and analysis of the engine and Lift Fan. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Rolls Royce Corporation is the original producer and developer of the Integrated Lift Fan Propulsion System (ILFPS) which enables the vertical lift capability of the STOVL variant of the F-35. The BOA Order award is anticipated in the 2nd quarter of FY22 and supports the F-35 Joint Program U.S. Services, Non-U.S. DoD Partners and Foreign Military Sales Customers. This notice of intent is neither a request for proposal nor a solicitation of offers. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. The Government reserves the right to process this procurement action on a sole source basis.
