The Naval Air Systems Command (NAVAIR), Program Office, PMA-201, Patuxent River, Maryland, intends to enter into sole source negotiations and subsequently award a 2 year Indefinite Delivery Indefinite Quantity contract to Northrop Grumman Systems Corporation – Defense Systems (NGSC-DS), Rocket Center West Virginia, for the follow-on production of the FMU-139D/B Fuze, trainer fuzes, related components, associated hardware/accessories, and organic support. In accordance with Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A), award to any other source would result in unacceptable schedule delay and duplication of cost to the Government that is not expected to be recovered through competition. NGC-DS has fully qualified the FMU-139D/B Fuze System, including the accessory parts to Government standards. The fuze system has gained flight clearance approval for the United States Navy (USN) and United States Air Force (USAF) to support ongoing flight-testing in new weapons under development to be flown by the USN, Marine Corps and USAF aircraft. As the sole designer, developer, manufacturer, and integrator of the FMU-139D/B fuzes and its accessory parts, only NGC-DS has the knowledge, experience and access to the technical data necessary to fulfill the Government’s needs and meet the schedule requirements. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: This notice of intent is not a request for competitive proposals. However, responsible, interested parties may identify their interest and capability by responding to this notice. The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
