The F-35 Lightning II Joint Program Office intends to award an order on the N00019-21-G-0005 Basic Order Agreement (BOA) on a sole source basis to Raytheon Technologies Corporation, Pratt and Whitney Military Engines, East Hartford, CT. This action is to perform a trade study supporting the Engine Signature Measurement capability to provide better assessments of F135 engine health. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Raytheon Technologies Corporation, Pratt and Whitney Military Engines, is the original designer, developer, and manufacturer of the F135 propulsion system. The BOA Order award is anticipated in the 1st quarter of FY23 and supports the F-35 Joint Program Office U.S. Services, Non-U.S. Cooperative Program Partners, and Foreign Military Sales Customers. This notice of intent is neither a request for proposal nor a solicitation of offers. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the U.S. Government. The U.S. Government reserves the right to process this procurement action on a sole source basis.
