The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award an Advance Acquisition Contract (AAC) for the MQ-25 Stingray Unmanned Aircraft System (UAS) with The Boeing Company (Boeing), St. Louis, Missouri on a sole-source basis. This AAC will procure long lead items (e.g.components, material, parts, and associated efforts) for Low Rate Initial Production (LRIP) Lot 1. The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1, "Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements" for the proposed AAC. Boeing is the sole designer and developer of the MQ-25 Stingray UAS. The time required for another source to design, integrate, and test an aircraft would result in an unacceptable delay in fielding the MQ-25 capability to the Fleet. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this requirement must be done in accordance with federal procurement law within the discretion of the Government.
