INTRODUCTION The F-35 Joint Program Office at Arlington, VA intends to procure, on a Sole Source basis, F-35 Balancing and Estimating Strategic Sourcing Tool (BESST) and Opus Suite Annual Support for F-35 JPO Product Support Manager activities. This contract will be awarded to Systecon, a large business. PROGRAM BACKGROUND The F-35 Joint Program Office (JPO) is the Department of Defense's (DoD) focal point for defining affordable next generation strike aircraft weapon systems for the Navy, Air Force, Marines, and our allies. The F-35 is the next generation strike fighter bringing cutting-edge technologies to the battle-space of the future. The F-35s advanced airframe, autonomic logistics, avionics, propulsion systems, stealth, and firepower will ensure that the F-35 is the most affordable, lethal, supportable and survivable aircraft ever to be used by so many warfighters around the world. The Product Support Manager (PSM) responsible for sustainment of the F-35 Air System has a need for an automated digital platform to perform complex data analysis to identify strategic sourcing opportunities to reduce life cycle costs of weapon system procurement and sustainment without sacrificing the system’s ability to meet performance requirements. The F-35 JPO requires support for the Opus Suite software suite to include installation and population of Opus Suite with F-35 Lightning II strategic sourcing data and associated commercially available interfacing architecture. The vendor will provide this capability in an Impact Level (IL) 5 certified cloud-based environment accessible via the Joint Virtual Environment (JVE). The Opus Suite software also powers the Balancing & Estimating Strategic Tool (BESST), which is used as a strategic sourcing tool by receiving, organizing, and performing analytic functions on data received covering Diminishing Manufacturing Sources (DMS) supply chain mapping effort and the Failure Reporting and Corrective Action System (FRACAS) effort led by the Reliability and Maintainability (R&M) Integrated Product Team (IPT). ANTICIPATED PERIOD OF PERFORMANCE The anticipated period of performance includes a base period of twelve months (30 September 2021 through 29 September 2022). ANTICIPATED CONTRACT TYPE The contract type is anticipated to be a Firm Fixed Price (FFP) contract. These services will be performed primarily at the Contractor’s facility. REQUIREMENTS The JPO intends to award a Sole Source contract, pursuant to FAR 6.302-1, Only one responsible source, for F-35 Balancing and Estimating Strategic Sourcing Tool (BESST) and Opus Suite Annual Support from September 2021 through September 2022. The F-35 fleet includes three primary variants (F-35A, F-35B, and F-35C) supporting fourteen customers. The scope of this effort will includes the following: BESST Sustainment & Support: The process of migrating current unclassified BESST functionality into a containerized IL5 application for the government cloud environment. Opus Suite Annual Support: Annual software upgrade, and Tier 1 & 2 support for F-35 JPO Opus Suite This is not a request for proposals, request for information, or sources sought notice. The decision to proceed with a sole source award remains at the sole discretion of the United States Government.
