INTRODUCTION The F-35 Joint Program Office at Arlington, VA intends to procure, on a Sole Source basis, F-35 Product Support Business Case Analysis (PS BCA) Excursion and Briefing support for F-35 JPO Product Support Manager activities. This contract will be awarded to Guidehouse LLP, a large business. PROGRAM BACKGROUND The F-35 Joint Program Office (JPO) is the Department of Defense's (DoD) focal point for defining affordable next generation strike aircraft weapon systems for the Navy, Air Force, Marines, and our allies. The F-35 is the next generation strike fighter bringing cutting-edge technologies to the battle-space of the future. The F-35s advanced airframe, autonomic logistics, avionics, propulsion systems, stealth, and firepower will ensure that the F-35 is the most affordable, lethal, supportable and survivable aircraft ever to be used by so many warfighters around the world. Guidehouse LLP currently provides PS BCA and report generation to support the F-35 Product Support Manager Global Support Solution goals, including developing potential courses of action, which capture cost, performance, and schedule impacts to the F-35 JPO sustainment strategy in order to determine whether or not savings or benefits can be realized; thereby providing the most favorable and beneficial solutions for the program. The PS BCA listed multiple courses of action for the F-35 JPO to consider for executing sustainment activities within its affordability and availability goals. The anticipated contract will continue this support until excursions activities, using Guidehouse LLP modeling and analytic tools, are finalized. Guidehouse LLP has the knowledge and experience necessary to provide the required services without disrupting programmatic and contracting schedules. ANTICIPATED PERIOD OF PERFORMANCE The anticipated period of performance includes a base period of four months (09 May 2021 through 09 September 2021). ANTICIPATED CONTRACT TYPE The contract type is anticipated to be a Firm Fixed Price (FFP) contract. These services will be performed primarily at the Contractor’s facility. REQUIREMENTS The JPO intends to award a Sole Source contract, as defined in FAR 5.201(a), for F-35 Product Support Business Case Analysis Excursion and Briefing Support through May 2021 through September 2021. The F-35 fleet includes three primary variants (F-35A, F-35B, and F-35C) supporting twelve customers. The scope of this effort will includes the following: Excursion support by performing detailed analysis on pinpointed changes or adjustments in each of the four PS BCA courses of action to identify savings or benefits to the Government. Creating and participating in briefings covering the PS BCA courses of action and excursion results made as a result of changes to data. All responsible sources may submit a capability statement which shall be considered by JPO.
