The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a follow contract to Rolls-Royce Corporation (RRC), Indianapolis, IN, for maintenance, logistics, engineering, and related support for the T-45 F405-RR-401 Adour engine and MK II Gas Turbine Starter (GTS) system. A contract for up to ten years is contemplated and will include the effort required for RRC to provide all Intermediate (I)-level and Depot (D)-level maintenance and logistics support for the F405-RR-401 engine and MK II GTS. The contract also includes all required engineering elements necessary to support the engine at the Organizational (O)-level, I-level and D-level. Orders for engine repair services will be in support of Naval Air Station (NAS) Kingsville, Texas; NAS Meridian, Mississippi; NAS Pensacola, Florida and NAS Patuxent River, Maryland. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”. The Model F405-RR-401 Adour engine is the only engine qualified for use in the T-45 aircraft. RRC is the designer, developer, and manufacturer of the Model F405-RR-401 Adour engine. RRC, as the sole engine manufacturer, is the only source that possesses the technical data necessary to engineer and produce the F405-RR-401 engine parts, and thus perform I-level and D-level maintenance and O-level support. Further, NAVAIR does not have an adequate technical data package suitable for a competitive procurement of the support required for the engines and associated components. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation. The Government will consider any capability statements, proposals, or quotations received within thirty days after date of publication of this synopsis. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
