The Naval Air Systems Command (NAVAIR) intends to award a modification to a Firm-Fixed-Price (FFP) Delivery Order N0001920F0224 under Basic Ordering Agreement (BOA) N00019-19-G-0029 on a sole source basis with Sikorsky Aircraft Corporation (SAC) in Stratford, CT. The effort is for Additional CH-53K Initial Operational Test & Evaluation (IOT&E) Consumable Spares. The scope of work will include procurement of spare consumable parts to support IOT&E testing for the CH-53K. This action is being awarded on a sole source basis to Sikorsky Aircraft Corporation in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” SAC is the prime contractor for the CH-53K aircraft and is the only known source with the knowledge, experience, expertise and proprietary technical data required to successfully perform these tasks.
