The Naval Air Systems Command (NAVAIRSYSCOM) intends to prepare a Justification and Approval (J&A) for Other Than Full and Open Competition, under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements," with Sikorsky Aircraft Corporation, a Lockheed Martin Company. The purpose of the J&A is to authorize and approve the issuance of a sole order under Basic Ordering Agreement (BOA) # N00019-19-G-0029 for the procurement of Sikorsky Ground Based Application (SGBA) /Maintenance Data Interface (MDI) Coverity Scanning, Mitigation and Functional Qualification Tests in support of the VH-92A Presidential Helicopter Program. Sikorsky as the Original Equipment Manufacturer (OEM) of the SGBA and MDI Software is the only known source with the knowledge, experience, expertise, and necessary proprietary data required to perform this effort. No other firm possesses the required proprietary data and expertise on this effort. Responsible sources may submit a capability statement, which will be considered by the agency. Any offer must clearly demonstrate the capability to respond to this requirement and must include personnel/resources specifically qualified to provide the supplies/services described. The capability statement must include your approach to accomplish this effort. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
