The Naval Air Systems Command (NAVAIR) intends to award a Firm-Fixed-Price (FFP) Delivery Order under Basic Ordering Agreement (BOA) N00019-17-G-0013 on a sole source basis with BAE Systems, Information and Electronics (BAE Systems), Nashua, New Hampshire. This requirement is to remove Software Change Request (SCR) 72 from the BAE proprietary APX-111/C CIT H14-006U software, update the associated software configuration and provide test results documentation for certification of the system. This action is being awarded on a sole source basis to BAE in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." BAE is the only company with the unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data required to support the above-mentioned Combat Identification systems.
