V-22 Shaft Driven Compressor (SDC) Gear Train Redesign The Naval Air Systems Command (NAVAIR) intends to issue a sole source contract to Honeywell International, Inc., to provide non-recurring engineering, for the design, test and qualification of reliability/maintainability improvements to result in an Engineering Change Proposal to the Shaft Driven Compressor (SDC) on the V-22 aircraft. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." As the sole designer, developer and producer of the current SDC, Honeywell is the only source that has unrestricted access to the totality of technical data needed to support the requirement herein. Further, the Government does not possess adequate license rights to the required technical data package necessary to support a competitive procurement to fulfill the requirement herein.
