The F-35 Lightning II Joint Program Office intends to issue a contract on a sole source basis to Raytheon Technologies, Pratt and Whitney Military Engines, East Hartford, CT in support of the F135 Block IV Flight Testing. The anticipated contract will provide for flight test support, propulsion system program management, integration management, flight test spare and repair parts, potential engineering changes, assessment and evaluation of the F-35 Air System relating to the propulsion system support, laboratory testing and upgrades, maintenance and test infrastructure, and validation of changes to the service life of existing flight test propulsion systems. The contract is anticipated by calendar year 2024 and supports the F-35 Joint Program U.S. Services and Non-U.S. DoD Partners. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Raytheon Technologies, Pratt and Whitney Military Engines, is the original designer, developer, and manufacturer of the F135 propulsion system. This notice of intent is neither a request for proposal nor a solicitation of offers. A determination by the Government not to compete this proposed contract based upon any responses to this notice is solely within the discretion of the Government.
