The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to award a sole source, Delivery Order under Basic Ordering Agreement (BOA) N00019-17-G-0003 with Kratos Unmanned Aerial Systems, Inc (KUAS), 2901 Douglas Blvd Roseville, CA 95661, for the procurement of Peculiar Support Equipment (PSE) (LRIP 3) for the BQM-177A Subsonic Aerial Target (SSAT), see attachment (1) for quantity, description and required delivery dates for items. This synopsis is published for information purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The North American Industry Classification Systems (NAICS) code for the action described herein is 336414. GENERAL INFORMATION: The BQM-177A is a subsonic, recoverable, aerial target system that emulates Anti-Ship Cruise Missile (ASCM) and Surface-to-Air Missile (SAM) in support of weapons system test and evaluation. KUAS is the sole designer, developer, and manufacturer of the SSAT BQM-177A and is the only known qualified, responsible source that possesses the necessary knowledge, experience, and technical data required to fulfill the requirements specified. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302. All responsible sources may submit a capability statement which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. There are no commitments by the government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
