The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source, firm fixed price and cost plus fixed fee contract to BAE Systems Electronic Systems, Nashua NH, for the procurement of T-1622/ALE-55 (V)Fiber Optic Towed Decoy (FOTD) Rounds and CV-4334/ALE-55 (V) Electronic Frequency Converter (EFC) assets. This effort also includes the repair of test assets and other Government Furnished Propery, and field support for the AN/ALE-55(V). The contract will consist of one base and two options. This effort is being awarded on a sole source basis to BAE Systems in accordance with FAR 6.302-1 because BAE the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, the Government lacks the drawings and technical data to permit a competitive procurement. This synopsis is for informational purposes only. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by the interested parties before award of a contract for the effort described above; information herein is subject to change, and in no way binds the Government to solicit for or award a contract. This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-1(d). The Naval Air Systems Command Patuxent River (NAVAIRSYSCOM) intends to award a contract for the procurement of AN/ALE-55 Fiber Optic Towed Decoy (FOTD)/Electronic Frequency Converter (EFC) Full Rate Production (FRP) lots 12-14 for use onboard the US Navy F/A-18 Aircraft. BAE Systems Electronics, Intelligence & Support Electronics Solutions is the sole designer, developer, and manufacturer of the ALE-55 Decoy and is the only firm that can provide these supplies within the required timeframe. THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented in FAR 6.302-1, only one responsible source and no other type of supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. No solicitation will be available for this procurement.
