The Naval Air Systems Command intends to award a cost-plus-fixed-fee Delivery Order N0001919F2886 on a sole source basis to Harris Corporation, Clifton, New Jersey, for the procurement of supplies and services supporting AN/ALQ-214 Threat Characterization and Electronic Countermeasures (ECM) Optimization. Activities will include development of Operational Flight Profiles (OFP's), Mission Data Files (MDF's) and MDF Generator tools for the AN/ALQ-214(V)4/5 system. These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304 (c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Harris is the sole designer, developer, and manufacturer of the ALQ-214 system and is the only firm that can provide these supplies within the required timeframe. This synopsis is published for informative purposes (THIS NOTICE IS NOT A REQUEST FOR COMPETITVE PROPOSALS). Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based on responses to this notice is solely within the discretion of the Government.
