NAVAIR at NAS Patuxent River, MD, intends to negotiate a firm-fixed-price IDIQ contract with Armtec Defense Technologies, Coachella, CA, for an estimated 30,000–500,000 Chaff Expendable Countermeasures per year for domestic and foreign requirements. The contract is planned to have a five-year ordering period covering FY28 through FY32. The procurement will be conducted under the statutory authority for other than full and open competition (10 U.S.C. 2304(c)(1), FAR 6.302-1) because Armtec is the only source with the manufacturing technology, infrastructure, capacity, and platform qualifications to meet all requirements. A related Sources Sought Notice was posted to SAM.gov on 07 August 2026. This is not a request for proposal, and no contract will be awarded based on offers received; information will be used solely to assess future competitive opportunities.
