NAVAIR at NAS Patuxent River, MD intends to issue a sole-source award to General Atomics (San Diego, CA) under an existing Basic Ordering Agreement for EMALS/AAG Engineering Change Proposals, including kit production and delivery of shipsets for CVN-78 and CVN-79. The work covers procurement, testing, and integration of EMALS and AAG components for installation on those carriers. NAVAIR states this is not a competitive solicitation and that General Atomics is the only responsible source because it is the sole designer, developer, and manufacturer and NAVAIR lacks adequate technical data and license rights.
