NAVAIR, Patuxent River, Maryland, intends to award a sole-source contract to Northrop Grumman for manufacturing, delivery, and support of Precision Approach Landing Capability (PALC) AN/APN-246 A-Kits for the entire E-2D fleet, including initial spares. The A-Kit includes antennas, a harness, mounting tray, power-on switch, and accessories, with its design being developed under a separate NRE contract; this manufacturing effort must not last longer than that NRE contract. The contract has a 36-month period of performance, with first delivery of retrofit A-Kits required by November 1, 2027, followed by planned increments of retrofit and spare deliveries. Northrop Grumman is identified as the only source with the necessary ability, resources, technology, and documentation to support the system without unacceptable delays. This is not a competitive solicitation; the acquisition is sole-source, and the government makes no commitment to issue a solicitation, award a contract, or reimburse interested parties’ expenses.
