NAVAIR intends to modify a delivery order with Lockheed Martin Rotary and Mission Systems (LM RMS) of Owego, New York, for follow-on sustainment of the India MH-60R IN30 effort. The scope includes Software IN28 sustainment, IN30 configuration development, retrofit labor and material, program management, in-country Field Service Representative support for India, over-and-above labor, and flight test support. The projected period of performance is 2027–2031. The action is intended as a sole-source award to LM RMS under FAR 6.302-1 because LM RMS is the MH-60R original equipment manufacturer and systems integrator and the only responsible source with the required proprietary data, facilities, equipment, experience, and personnel. The Government does not intend to fund development or qualification of other sources for this requirement.
