Naval Air Systems Command, V-22 Joint Program Office (PMA-275), intends to award a sole-source delivery order to the Bell Boeing Joint Project Office for non-recurring engineering to integrate Osprey Drive System Safety Health Information, Traffic Collision Avoidance System, and Manual Override Switch capabilities into MV-22 Block B to Block C Mission Computer Obsolescence Initiative retrofitted aircraft. The estimated period of performance is two years, with anticipated award in September 2027. The action is justified as sole source because Bell Boeing is the sole designer, developer, producer, and only known source with the required V-22 Tiltrotor knowledge, expertise, and engineering/technical data. The notice is not a request for competitive proposals, but interested persons may identify their interest and capability, and the Government will determine whether to compete based on responses.
