The Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275), intends to award a sole-source delivery order to Raytheon for non-recurring engineering and support. The effort covers design analysis, development technical reviews of the Common Open-systems Network and Network Ethernet eXpansion infrastructure, and improvement of Platform Data Services and Display as a Service software subcomponents. Raytheon is the Original Equipment Manufacturer and the only responsible source with the necessary technical data and expertise, as the Government lacks the data needed to perform the work. The action is authorized under FAR 6.103-1 for only one responsible source, and the Government does not intend this notice to be a request for competitive proposals. Interested parties may submit capability statements, but any determination not to compete remains at the Government’s discretion and information will normally be used only to decide whether to conduct a competitive procurement.
