NAVAIR PMA-265 intends to modify an existing sole-source Basic Ordering Agreement delivery order with Boeing for the F/A-18E/F, EA-18G, AF/A-18F, and AEA-18G Advanced Cockpit System Upgrade under ECP 6516. The modification covers engineering, design, drawing, and Technical Directive updates, including Service Life Modernization redlines through Redline 120 into AFC-729/AFC-730, ANI uncap/unstow wiring procedures, WAT panel and HDVR part-number updates, and retrofit drawings for ECP 6516, ECP 6514, and ECP 6552. The effort is intended to enable a single engineering drawing release across the applicable aircraft configurations. Boeing is the only source with the unique knowledge, experience, skills, facilities, manufacturing techniques, and technical data required for these Combat Identification systems, so the action is proceeding under FAR 6.302-1 sole-source authority. This is not a request for competitive proposals, but interested parties may submit capability statements for Government consideration, with any decision to compete remaining at the Government’s discretion.
