NAVAIR’s PMX-201 Precision Strike Weapons Effects Deployment Office, NEWT Program, is conducting an RFI/sources sought for white papers to identify industry sources and COTS capabilities for a Captive Carriage Network Enabled Weapons Trainer. The NEWT must be an airworthy, aircraft-carrier-suitable store that emulates all Air-launched DoN Network Enabled Weapons, is captive-carried by DoN fixed-wing platforms, and meets FVEY exportability requirements. It requires software-defined radios operating from 0–6 GHz with NEW waveforms, BLOS communications, internal processing with 50% growth, compatibility with existing mission planning (JMPS/CMPC), aircraft/weapon interfaces, and no reliance on host-platform processing. Operational/support features include carrier suitability, off-aircraft BIT/reprogramming using existing CMBRE/GSE, ground-crew emulation changes without downloading, inert/no energetic components, minimized CPI/AT-cyber impact, data recording for debrief, and a maximum 45-minute downtime between flights. This RFI is for planning/market research only; no contract will be awarded solely from responses, proprietary information must be marked and will be protected, and classified or pricing information should not be submitted.
