NAVAIR intends to award a sole-source IDIQ contract to Northrop Grumman Systems Corporation of Melbourne, FL, for the E-2D Advanced Hawkeye Block II retrofit program. The effort covers procurement, storage, assembly, and delivery of up to 100 E-2D Block II retrofit kits, plus installation and modification of up to 83 fleet E-2D AHE aircraft. It also includes long-lead material, non-recurring engineering and integration support, manufacturing readiness assessments, first article inspections, depot-level and in-service repair/maintenance, over-and-above work, sustaining engineering, and integrated logistics and supply support. Operational verification and checkouts will use U.S. Navy IETMs, and post-modification functional check flights will follow NATOPS publications in support of PMA-231. NGSC is the OEM and only known qualified source with the proprietary data and tooling required; this is not a request for competitive proposals, and subcontracting inquiries should be directed to Northrop Grumman.
