This RFP is being issued on a sole-source basis to Lockheed Martin Aeronautics Company, of Fort Worth, TX. In accordance with FAR 6.302-l(a)(l), only one responsible source and no other supplies or services will satisfy agency requirements. Responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. F-35 Joint Program Office intends to procure the software development for Hands-On-Throttle-And-Stick (HOTAS) declutter and Pilot Alignment Warning System (PAWS). These projects aim to reduce symbology obstruction and clutter [HOTAS Declutter] and notify the pilot when the Helmet Mounted Display (HMD) is not aligned [PAWS].
