The Naval Air Systems Command (NAVAIR) intends to award a sole-source, Cost Plus Fixed-Fee contract to Lockheed Martin Rotary and Mission Systems in Owego, New York. The work involves Non-Recurring Engineering for obsolescence mitigation and crypto modernization of the AN/ARQ-59 system used on MH-60R helicopters. The justification is that Lockheed Martin is the only source with the necessary technical data, experience, and manufacturing capability for this system. The Government will consider all proposals received within thirty days of the synopsis publication for the purpose of potentially determining whether to conduct a competitive procurement. This notice is not a request for competitive proposals.
