The Naval Air Systems Command (NAVAIR) intends to issue a sole source delivery order to The Boeing Company for retrofit installation of Government furnished kits on up to two (2) USN P-8A Aircraft to enable communication with proliferated Low-Earth Orbit (pLEO) satellites. The Navy requires completion of the installations by approximately 4th quarter FY2025. These requirements will be procured pursuant of 10 U.S.C. 3204(a)(1) and FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” As the sole designer, developer and manufacturer of the P-8A Poseidon aircraft, The Boeing Company is the only source that currently possesses sufficient requisite knowledge, engineering expertise, aircraft integration information, and technical data required to perform these efforts within the required timeframe.
