The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to issue a modification to the existing N00019-22-F-0984 Delivery Order (DO) under the existing N00019-20-G-0005 Basic Ordering Agreement (BOA), on a sole source basis to Northrop Grumman Systems Corporation (NGSC). The anticipated Cost-Plus-Fixed-Fee (CPFF) contract modification is for NGSC to add Triton Ice Protection System Thermo-Mechanical Expulsion Deicing System (TMEDS) Removal NRE to the current Ice Shapes contract. This contract modification is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." NGSC is the sole designer, developer, manufacturer, integrator, and producer of the MQ-4C Triton air vehicles and ground stations. Therefore, NGSC is the only source with the requisite knowledge of the Triton design, operation, and maintenance to successfully provide the necessary engineering, systems integration, and sustainment support within the required timeframes and without substantial duplication of costs.
