The Naval Air Systems Command (NAVAIR) Precision Strike Weapons – PMA-201, intends to negotiate and award a sole source modification to BSC Systems, Incorporated (BSC), Chantilly, VA. The modification will extend the Period of Performance (PoP) and add funding for CLINs 0205 and 0206 in order to complete the Indian Submarine Harpoon Trainer Independent Verification and Validation Program. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. It is anticipated that a Cost-Plus-Fixed-Fee and Cost type modification will be issued. BSC is uniquely qualified to support PMA-201 for USN and FMS Harpoon programs. BSC has extensive unique and specialized corporate experience in the IV&V and Software Safety Analysis of the Harpoon launch control system software as well as deployed Harpoon Training systems. BSC is the only responsible source that can meet the Government's requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed modification based upon responses to this notice is solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a modification for the effort mentioned above.
