THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Naval Air Systems Command intends to negotiate and award a sole source contract modification to contract number N00019-20-C-0041 with DRS Systems Inc. LLC Melbourne, FL to extend the period of performance for non-recurring engineering (NRE) to design, develop, integrate and test Engineering Development Models (EDM) Weapon Replaceable Assemblies (WRAs) and Production Representative Models (PRM) WRAs of the AN/AAQ-45 Distributed Aperture Infrared Countermeasures (DAIRCM) system due to changes in program schedule. These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." DRS Systems, Inc. is the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, the Government does not own a technical data package (TDP) for the AN/AAQ-45 which is suitable for competition. Drawings and data are proprietary to DRS Systems, Inc.
