THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Naval Air Systems Command intends to negotiate and award a sole source, Cost-Plus-Incentive-Fee modification to contract number N00019-20-C-0041 with DRS Systems Inc. LLC Melbourne, FL which updates the Statement of Work and includes the following additions to contract deliverables: Engineering Data for Provisioning, Level of Repair Analysis, Lifecycle Sustainment Plan, Organic Depot Transition Plan, Performance Based Logistics Planning, Interim Supply Support Strategy, Packaging Requirements Data, Packing, Handling, Storage and Transportation plan (PHS&T) and Product Support Business Case Analysis. These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." DRS Systems, Inc. is the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, the Government does not own a technical data package (TDP) for the AN/AAQ-45 which is suitable for competition. Drawings and data are proprietary to DRS Systems, Inc.
