The Naval Air Systems Command (NAVAIR) intends to award a new cost-plus-fixed-fee Order under Basic Ordering Agreement (BOA) N00019-21-G-0006 to The Boeing Company (Boeing), Saint Louis, MO, on an other than full and open basis. The efforts shall be procured pursuant to 10 U.S.C. 3204(a)(1) and FAR 6.302-1, "only one responsible source and no other type of supplies or services will satisfy agency requirements". The contracting actions will cover the effort required to execute the non-recurring engineering (NRE) to incorporate a new optical transeiver and conduct box-level delta qualification of the Advanced Networking Infrastructure (ANI) Wiring Media Converter following incorporation of the new optical transeiver and the effort to prepare ECP-6522C2. Boeing is the sole designer, developer, and manufacturer for the F/A-18 aircraft in its various configurations, and therefore is the only responsible source with the requisite knowledge, experience, and technical data that can meet the Government's requirements without resulting in unacceptable delays in fulfilling the Navy's requirements. This notice of intent is not a request for competitive proposals. Interested persons may submit a capability statement identifying their interest and capability to respond to this requirement. The Government will consider any capability statements submitted by identified closing date of this announcement.
