The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole-source, Firm-Fixed Price (FFP) type delivery order under Basic Ordering Agreement N00019-24-G-0007 with Hamilton Sundstrand Corporation (HSunpac), Windsor Locks, Conneticut to perform Engineering Investigations (EIs) on NP2000 and 54H60 propeller system components. The anticipated period of performance will be 18 months after contract award. As the sole designer, developer and manufacturer of the NP2000 and 54H60 Hamilton Sundstrand is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, ‘Only One Responsible Source’, and no other supplies or services will satisfy agency requirements. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
