The Naval Air Systems Command at Patuxent River intends to award a sole source contract to BAE Systems Information and Electronics Systems Integration, (hereinafter referred to as “BAE Systems”), Nashua, New Hampshire. This contract will procure the FY2026-FY2027 OE-120/UPX Antenna Group Systems, retrofit kits, Installation and Checkout (INCO) Kits, and potential Size Weight and Power efforts in support of Littoral Combat Ship, Independence class. The total estimated quantity of OE-120/UPX Antenna Group Systems, retrofit kits, and INCO kits being procured is 47. BAE Systems is the original designer, developer, and manufacturer of the OE-120/UPX Antenna Group systems. BAE Systems is the only known source that has the unique knowledge, experience and special skills required to provide these supplies and services. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". The Government does not intend to use the provisions of FAR Part 12 for this acquisition. The result of this market research will contribute to determining the method of procurement. The Naval Air Systems Command, (NAVAIR) Patuxent River, Maryland, Air Traffic Management Systems Program Office (PMA-213) intends to award a contract modification for the procurement of approximately 14 FY2026-2027 OE-120/UPX Antenna Group Systems and associated retrofit kits, INCO kits, testing, production support and technical data. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY." 2.0 BACKGROUND This requirement is a modification to contract N0001923C0052 currently being performed by BAE Systems Information and Electronic Systems Integration. The existing contract is a Firm Fixed Price type which has a final delivery date of January 2028. The OE-120/UPX Antenna Group System is a phased array, electronically steered Identification Friend or Foe (IFF) antenna system for the AN/UPX-29(V) Interrogator System which can be instantaneously redirected to any azimuth position to provide real-time IFF information. 3.0 REQUIRED CAPABILITIES NAVAIR requires deliveries of OE-120/UPX Antenna Group Systems beginning in November 2027 to active new ship production lines including: Gerald R. Ford class aircraft carriers; Arleigh Burke class destroyers; Constellation class frigates; San Antonio class amphibious transport docks, and; America class amphibious assault ships. BAE Systems is the designer and developer of the OE-120/UPX Antenna Group System and retains the Technical Data Package (TDP). Interested parties must include a detailed explanation of how they would fulfill the OE-120/UPX Antenna Group Systems requirements without a Government furnished TDP. Responses must also explain how they would achieve the same or better AN/UPX-29(V) Interrogator System level performance and provide a timeline including major milestones to fulfill delivery requirements beginning in November 2027. 4.0 INCUMBENT This is a follow-on requirement. The Original Equipment Manufacturer (OEM) is BAE Systems Information and Electronic Systems Integration, 65 SPIT BROOK RD, NASHUA, NH 03060 USA. 5.0 ELIGIBILITY The Product Support Code for this requirement is 5840. The North American Industry Classification System (NAICS) code is 334511. All interested contractors must be registered in the System for Award Management government website at www.sam.gov to be eligible for award of Government contracts. Only interested firms who possess the supplies and services provided in this notice and can meet these requirements are invited to respond. The Government will not reimburse participants for any expenses associated with their participation in this notice. 6.0 SUBMITTAL INFORMATION It is requested that interested vendors submit to the contracting office a brief capabilities statement package (no more than 10 - 8.5 x 11 pages in length, single-spaced, 12-point font minimum) demonstrating the capability to meet the requirements of this notice. This documentation must address, at a minimum, the following: A company profile to include Company name, business size under NAICS Code 334511, office location(s), Point of Contact name, phone number, email address, Commercial and Government Entity code, and Unique Entity ID. Include a brief description of any applicable contracts relating to the supplies and/or services described herein. Prior/current industry experience of similar size and scope as referenced in section 3.0 ‘Required Capabilities’. Address the proposed management approach to staffing the effort with qualified personnel. Include corporate management policies, quality certifications, and the experience level of currently employed personnel to be assigned tasks under this effort. Provide documentation of the company's ability to begin performance immediately upon contract award projected in FY 2026, to include a detailed plan and estimated schedule(s) of performance. Include any deviation or impact, if applicable. Provide documentation to show the company's ability to meet the Required Capabilities and Eligibility of this notice.
