The Naval Air System Command (NAVAIR) intends to award a Firm Fixed Price (FFP) Delivery Order under Lockheed Martin Corporate Basic Ordering Agreement (BOA) N0001923G0002 to Lockheed Martin Rotary and Mission Systems (LM RMS), Owego, New York, to procure Denmark Acquisition and Logistics Organisation (DALO) program unique reach back support for the (MH)-60R operational aircraft. This Firm Fixed Price Order will be for the procurement of the Hot Desk support for the DALO MH-60 platform. The projected period of performance is expected from June 2025 through June 2030. This action is intended to be awarded on a sole source basis to Lockheed Martin Rotary and Mission Systems (LM RMS) under the authority permitting other than full and open competition, 10 U.S.C. § 2304(a)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other type of Supplies or Services Will Satisfy Agency Requirements." LM RMS is the sole designer, developer, systems integrator, and manufacturer of the MH-60R and MH-60S aircraft and weapon system and, as such, is the only source with the requisite knowledge and skilled personnel, facilities, manufacturing tooling, test equipment, experience, and technical data necessary to provide the required supplies and services. Note: This notice of intent is not a request for competitive proposals. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as the efforts listed require a substantial initial investment or an extended period of preparation. However, the Government will consider all responses received by the closing date of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
