Naval Air Systems Command, V-22 Joint Program Office, PMA-275 intends to negotiate and issue a modification to Delivery Order N0001924F5556 under Basic Ordering Agreement N0001921G0020, to Honeywell International, Inc. on a sole-source basis for the procurement of Traffic Collision Avoidance System (TCAS) Processor Upgrades to part number 940-0431-001. The planned award date is July 1, 2024. This action is being awarded on a sole source basis to Honeywell International Inc. in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Honeywell International Inc. is the sole designer, developer, and producer of the TCAS processor and is the only known source that possesses the requisite knowledge and expertise required to provide the parts and repair the processors. Also, Honeywell International Inc is the only source that possesses the totality of engineering and technical data required to perform these efforts. The proposed Delivery Order modification is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
