Naval Air Systems Command (NAVAIR) intends to issue a delivery order under the new Basic Ordering Agreement (BOA) to Rockwell Collins, Inc., 400 Collins Road North East Cedar Rapid, Iowa 52498-0505, on an other than full and open basis, for the continued engineering, production, test, and travel support of the Digital Red Switch System (DRSS) upgrade on the E-6B aircraft for fiscal year 2024 through 2028. This system provides enhanced distribution of audio from mission radios to the Battle Staff and Communications Central (COMCEN) and added conferencing capabilities from sources. The authority permitting other than full and open competition is provided by 10 U.S.C. §3204(a) only one responsible source and no other suppliers or services will satisfy the needs of the agency. A Sources Sought Notice was issued on 02 November 2023 and closed 17 November 2023. Based on the results of the notice, no set-aside was determined. The NAVAIR Office of Small Business Program concurred with the set-aside determination. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within thirty (30) days after the publication date of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
