GENERAL This sources sought is being issued by the Naval Air Systems Command (NAVAIR). The E-6B is integral to U.S. nuclear command, control, and communications (C3) system, and provides assured capability for U.S. nuclear force execution. The Navy E-6B Program Office (PMA-271) is seeking to modernize the E-6B Color Weather Radar. This sources sought is being used as a market research tool pursuant to Federal Acquisition Regulations (FAR) Part 10 to determine potential sources and their technical capabilities. Interested parties may identify their interest and capability to respond to this requirement no later than 21 Nov 2022. The result of this market research will contribute to determining the method of procurement. BACKGROUND The E-6B AN/APS-133(V) Color Weather Radar system provides a means for the Boeing NG737 Cockpit to effectively perform weather detection, mapping, and beacon interrogation. The system scans weather data at 5, 25, 50, 150, and 300 nautical miles at 180 degrees while performing sweeping motions, and is powered by the 115 VAC, 400 Hz aircraft power supply. Weather radar data is displayed on the weather radar indicator at the navigation station, the pilot and copilot’s navigation displays, and on the cockpit’s Electronic Flight Instrument System (EFIS) control panels in the glare shield. The navigator weather radar control panel has the ability to display in weather mode or map mode. The radar indicator at the navigation station displays rainfall and storm formations when operated in weather mode, and prominent terrain features when map mode is selected The Enhanced Ground Proximity Weather Computer (EGPWC) relays information to display Terrain Awareness/Terrain Clearance Floor warnings when triggered. On the navigation displays, terrain data overrides weather radar data when TERR is selected on the EFIS control panel or when there is a Terrain Awareness/Terrain Clearance Floor warning from the EGPWC. The replacement system must meet or exceed all of the above described functions and capabilities. Structural changes resulting from the integration into the Boeing E-6B 737 radome should be minimized. Characteristics of the current system include: Indicator P/N: 2070964-0104 On the navigator instrument panel the indicator has a 4.3 by 3.3 cathode ray tube that presents an offset plan position indicator display with a 180 degree scan at a rate of eight cycles per minute. The indicator is separate from the data displayed on the pilot and copilot’s navigation displays. Control Panel P/N: 2070965-103 Receiver-Transmitter P/N: 2070963-0101 The receiver-transmitter generates radar pulses and detects echoes. The receiver-transmitter contains receiver, modulator, transmitter duplexer, stabilization, power supply, and control circuits. AS-3440/APS -133(V) Antenna P/N: 2070963-0101 Video Data Buffer P/N: 8055393-0101 The offeror should include their plan to provide engineering, logistics, and repair support packages. The response should also include the respondent’s ability and/or approach to accessing Boeing intellectual data as applicable. 3. INFORMATION REQUESTED NAVAIR expects to receive from each respondent an UNCLASSIFIED Full Response with their capability/concept summary containing technical data defining the proposed Color Weather Radar requirement. The concept summary shall be written from a system solution perspective showing how the concept and development methodology could satisfy the following requirements within 21 days from the posting: 3.1 Corporate Information Company’s name and address. Company’s business size and list of North American Industry Classification System (NAICS) codes under which goods and services are provided. General corporate information. 3.2 Specific Sources Sought Information Requested Proposed approach to meet the Government's complete requirements described in sections 2 and 3 above. Rough Order of Magnitude (ROM) costs for Non-Recurring Engineering (NRE) to include design, development, test and integration and Recurring costs if available. Potential teaming arrangements.
