The Naval Air Systems Command (NAVAIR), Airborne Strategic Command, Control and Communications Program Office (PMA-271), intends to enter into sole source negotiations and subsequently award a Fixed Price (FFP) Delivery Order (DO) to Rockwell Collins, Inc. DBA Collins Aerospace Government Systems Division (Collins Aerospace) against Basic Ordering Agreement (BOA) N0001924G0017. The anticipated contract provides for High Power Transmit Set Modernization (HPTS-M) Production Phase II which provides for HPTS-M production kits, sparring and installations into the E-6B aircraft. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. The DO will be issued on a sole source basis to Collins Aerospace under the statutory authority of 10 U.S.C. 3204 (a)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government.? Collins Aerospace is the only known qualified, responsible source that can fulfill the requirements specified herein. Subcontracting opportunities may be available and should be sought with Collins Aerospace, Amber Hanlon, at amber.hanlon@collins.com. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a delivery order for the effort mentioned above.
