NAVAIR intends to issue a sole source delivery order to Sikorsky, a Lockheed Martin company, to develop an Israel Air Force (IAF) Baseline Fatigue Substantiation Program based on the IAF's anticipated usage spectrum. The effort will procure all material and services needed to create, update, and manage the configuration of required documentation for the baseline. The sole source justification is that Sikorsky is the sole designer, developer, and integrator of the H-53 airframe, avionics, and weapons systems, possessing unique knowledge and technical data. This notice of intent is not a request for competitive proposals, though interested parties may express interest and capability, with the government retaining discretion to compete or not.
