The Naval Air Systems Command (NAVAIR) intends to negotiate and award a scope increase for the Lot 1 Deployable Contract, N0001919G0029 N0001920F0157, with Sikorsky Aircraft Corporation, a Lockheed Martin company (SAC) for the remove and replacement of a broken Hydraulic USRM J3 Connector on the 169663 A/C. This effort will include the material costs associated with procuring the replacement connector as well as the necessary labor to remove the broken connector and replace it with the new one. The increase in scope will be issued as a mod to the existing Delivery Order (DO) with SAC. SAC has been the designer and developer of the CH-53K®, and, accordingly, is the only known responsible firm with the requisite knowledge, technical data, capability, experience, special tooling, and test facilities necessary to fulfill the Government's requirements within the required timeframes herein. The authority permitting other than full and open competition is Title 10, U.S. Code 3204(a)(1), as instructed by the Federal Acquisition Regulation Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
