Introduction The Naval Air Systems Command (NAVAIR) Tactical Airlift Program Office (PMA-207), Patuxent River, MD intends to issue a solicitation, negotiate and award a modification to contract N00019-23-C-0051 to CFM International (CFM), located in Ohio, on an other than full and open competition basis, for the procurement of one (1) new CFM56-7B24 Enhanced engine and engine stand (Part Numbers AM-2811-4800 or the equivalent) for a C-40A aircraft. A sole source acquisition will be procured under the authority of FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." CFM is the sole designer, developer, and manufacturer of the CFM56-7B24 engine and is the only known firm with the necessary technical data, knowledge, equipment, facilities, and experience to provide the required supplies and servcies within the required timeframe. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the colosing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government to not compete with this proposed contract action is based upon responses to this notice solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any money expended by interested parties before award of a contract for the effort mentioned above.
