The Naval Air Systems Command (NAVAIR) intends to negotiation and award a sole source Indefinite Delivery Indefinite Quantity (IDIQ) Contract with The Boeing Company, CAGE Code 81205, of Seattle, Washington. The anticipated ordering period for this contract is seven (7) years. Federal Acquisition Regulations (FAR) Part 12 policies and procedures will be used for this procurement. This procurement is for Sustaining Engineering (SE) for the C-40A aircraft, for which The Boeing Company is the Original Equipment Manufacturer (OEM). The follow-on SE support effort will be a and seven (7) one-year ordering periods. The SE support will consist of: Project Management, Engineering and Technical Services, Boeing Commercial Aircraft Publication Revision Services, Non-Boeing Commercial Aircraft Publications services, On-Board Performance Tool support, Aircraft Database Services, and Maintenance Performance Toolbox and Toolbox Remote support. Additional SE support may include: Engineering Services, Contractor Logistics Services (CLS) Contractor Field Team (CFT) Support, Operational Readiness Support, Technical Support of Mishap Investigations, Investigation of Mishaps at Contractor Facilities, Service Bulletins support, Customer Originated Changes to USN and USMC Aircraft Publications, OPT Software Updates Resulting from Unscheduled Aircraft Configuration Changes, OPT Software Updates Resulting from Organizational-Level Maintenance Aircraft Configuration Changes, Newly-Delivered C-40A Aircraft support, and Configuration Control of Non-OEM Aircraft Modifications. The SE support services will satisfy and maintain the Federal Aviation Administration (FAA) certification process on the C-40A aircraft that is required by FAA Federal Aviation Regulations, Title 14 of the Code of Federal Regulations, Part 25. A sole source acquisition will be pursued under the authority of FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” The Boeing Company is the sole designer, developer and manufacturer of the C-40A aircraft and is the only known firm with the necessary requisite knowledge, experience and technical data to provide the required supplies and services. This notice of intent is not a request for competitive proposals and no solicitation documents are available. However, interested parties may submit a capability statement. The Government reserves the right to process this procurement as a sole source award based on the responses received. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above. GENERAL This sources sought is being issued by the Naval Air Systems Command (NAVAIR). The Navy Tactical Airlift Program Office (PMA-207) is seeking potential business sources with the resources, capabilities, and experience necessary for Sustaining Engineering (SE) support services that could meet C-40A operational requirements. The Government has a requirement for sustaining engineering, engineering data, technical data and technical publications, and other technical support services in support of the USN including USMC C-40A program for the operation and maintenance related to the C-40A aircraft fleet. This sources sought is being used as a market research tool pursuant to Federal Acquisition Regulations (FAR) Part 10 to determine potential sources and their technical capabilities. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code currently assigned to this procurement is 541330. All interested contractors must be registered in the System for Award management (SAM) Government website at www.sam.gov to be eligible for award of Government contracts. Only interested firms who believe they are capable of providing SE support services noted above and can meet these requirements are invited to respond to this notice. BACKGROUND The current US Navy C-40A aircraft SE contract (N0001919D0027) was awarded sole-source to The Boeing Company (CAGE Code 81205) on 24 May 2019. The contract is an Indefinite-Delivery/Requirements contract with a Firm-Fixed Price (FFP) of $51,532,751. The contract included an 8-month base Period of Performance (PoP) followed by four (4) 12-month ordering periods and concluding with a four (4) month ordering period ending on 31 May 2024. 3. INFORMATION REQUESTED NAVAIR is conducting market research to identify industry partners with the ability to obtain data access with the Original Equipment Manufacturer (OEM) that can provide Sustaining Engineering (SE) support service capabilities that could meet C-40A operational requirements. The SE support for the C-40A fleet of aircraft will consist of: program management; airworthiness directives and service actions support; maintenance and support planning; configuration management; Service Action Review Board (SARB) support; structural integrity records reporting; technical documentation and technical and maintenance publications updates and revision services; twenty-four hour in-flight emergency and Aircraft On Ground (AOG) support; product improvement planning; engine and Auxiliary Power Unit (APU) configuration data status accounting reporting; problem inquiry (PI) support; and support engineering to the C-40A Contractor Logistics Support (CLS) contractor. Additional SE support may include engineering studies; technical engineering assistance; Federal Aviation Administration (FAA) approved repairs and inspections; development of engineering change proposals (ECPs); contractor field teams; incorporation of service bulletins; rapid response engineering skills, services, and materials to support unforeseen and unpredictable events that affect the C-40A; operational readiness support; accident and mishap investigations; training and training materials; maintenance aids; OEM Field Service Representatives (FSRs); and administration, updates and distribution of OEM on-board performance tool software and aircraft-related database software. The OEM SE support services will satisfy and maintain the FAA certification on the C-40A aircraft that is required by FAA Federal Aviation Regulations.
