The Naval Air Systems Command (NAVAIR) intends to award a firm-fixed-price contract modification to The Boeing Company (Boeing), Saint Louis, MO, on an other than full and open basis. The efforts shall be procured pursuant to 10 U.S.C. 301(a)(1) and FAR 6.302-1, “Only one responsible source and no other type of supplies or services will satisfy agency requirements”. The contract action will cover Engineering Change Proposal 18-1264-21 for the F/A-18-E/F Super Hornet to incorporate receive-while-transmit capability by replacing the AM-7360/A Intercommunication Amplifier Control (IAC) with the AM-7539/A IAC, make associated wiring changes to aircraft, and modify the F/A-18F Antenna Select Control Panel. Boeing is the sole designer, developer, and manufacturer for the F/A-18 aircraft in its various configurations, and therefore is the only responsible source with the requisite knowledge, experience, and technical data that can meet the Government’s requirements without resulting in unacceptable delays in fulfilling the Navy’s requirements.
