Naval Air Systems Command (NAVAIR) intends to award and negotiate a modification to Contract N00019-19-C-0004 for JMEWS development efforts which includes the design, integration, testing and evaluation of JMEWS kits to be installed in Tomahawk Block IV All-Up-Round (TACTOM AUR) missiles. The anticipated start date is November of 2023 with a projected period of performance of thirteen months. NAVAIR intends to award this effort to Raytheon Missiles & Defense (RMD), P.O. Box 11337, Tucson, AZ 85734-1337 (Point of Contact for Small Businesses interested in subcontracting – Patrick Marchant at (520) 392-0435 or Patrick.J.Marchant@rtx.com). Since 1994, RMD has been the sole developer, designer, and manufacturer for the Tomahawk Land Attack Missile. RMD solely possesses the current configuration and manufacturing data for the Tomahawk Block IV and Block V AUR missile, and is the only source capable of performing the required integration and testing. RMD maintains and controls both the Level III technical data package (TDP) and the manufacturing documentation for the Block IV and Block V AUR. Because a detailed knowledge and expertise of the Tomahawk Block IV and Block V AUR missile is required to conduct tasking under this contract modification, RMD is the only known source capable of accomplishing this requirement in the required timeframe and without duplication of costs. The data associated with the Tomahawk missile is export controlled and is not available to foreign sources or representatives. All responsible sources may submit a response which, if timely received, must be considered by the agency. This is not a request for proposals.
